Can a car dealer cheat me by not sending me the car documents?

Hello, can a car dealer simply not send me the registration papers after I've taken out financing and signed the purchase agreement? Or make up a story that they've been lost? I bought a car and am currently having problems with the vehicle registration document because it still hasn't arrived after a long time. And I wanted to ask if IF this is fraud, which I don't believe it is, the car dealership can get away with it so easily.

For financing, it is normal that the vehicle letter is retained as a deposit. I used to be. I don’t remember how the admission ran on me, maybe the dealer did.

Normally, the car house/financed bank sends the letter to the registration office…the customer does not get it in the hand…first when the car is triggered or paid…
