During start and landing no, then you can use devices in flight mode and with Bluetooth (you often only have to turn on) or if offered (often with an extra charge) also WLAN.

Only the mobile internet should be switched off due to the unnecessary, possibly disturbing sparks.

Yes. Only during start and landing is the electronics off. During the flight almost all major airlines have allowed the use of Bluetooth devices for several years.

Yes, but not at the start and landing. Wlan can also be used in some planes, but this comes to the airline 1.
The only thing you really need to turn off is the mobile data as they can cause any disturbances.
