The thing in the link requires 20V from a power bank or another USB-C port that can supply more than 5V and then provides it to the small-voltage plug. That’s all.

If your scooter has no USB-C socket, you can’t use it to get 20V. Conversely, you can’t feed 20V to plug anything into a USB-C socket.

What tension does the scooter have? By 24V you can use this:

The thing controls down to 5V up to 24V and has a USB-A socket where you can load up to 3A (i.e. up to 15W).

However, you can also use a normal cigarette lighter adapter, but you also have to be careful that it stops the voltage. Some cigarette lighter adapters can have input voltage from 12V to 24V. They are intended for cars and trucks.
