Both are grammatically possible and correct, but someone must be very, very uneducated to ask: “Where do people get their pants?”

Anyone who has ever worn trousers also has knowledge of where he/she had these pants.

If you generally ask the question, then variant 1

If the question is addressed to someone and he should answer the question in his relation Variant 2

  • Where does a man get his pants?

Both are grammatically correct questions.

As it is about generality, the first question is better. Even better:

Where are you getting pants?
