When it comes to pure intelligence, Shikamaru is much more intelligent than Kakashi,
because he is extremely fast to analyse the opponent and to develop counter-strategies.
The best example is when he developed a strategy against these strange immortality types Hidan by Akatsuki, even Kakashi was impressed by his strategic skills.
But if it goes the Shikamaru should fight against Kakashi in a One vs One fight would win Kakashi without a doubt
Shikamaru is smarter because he also has an IQ of more than 200 and if he did all that better time and split up and would train a bit more he would probably belong to one of the strongest ninja I am sure
The statement of Naruto came in the first few episodes in shippuden and he compared kakashi with the 13 year old genin versions of the others.
Both are smart and it is hard to say who is smarter, but I think Shikamaru has demonstrated his intellect and his tactical skill more frequently than kakashi, for example in the fight against Hidan and Kakuzo.
Or more current: he found out the kawaki and boruto have exchanged the “places”.
