Itchy testicles?

Hello, I've had severe itching in my testicles for a long time now (2 years). It occurs when I sweat; I use baby powder for that, which works really well. It also occurs when I don't shave my testicles for two weeks (I tried it and it worked, so I shave them). Also, when I walk for a long time, I get a burning sensation in my groin area, inside where my legs begin. It would be really nice if someone could help me, and please don't tell me to go to the doctor. I've been six times already and I'm going back in two months.
