Is black brighter than dark

“dark” stands for

not bright, not or only inadequately illuminated, [almost] without Light (1)

Black is

from the darkest coloring that absorbs all light beams, no light reflected

Therefore, the maximum value for darkness.

When the sun shines on it, you can see how different black can look, sometimes blue, sometimes rather brown, but dark remains dark.

I have no idea what you want to ask exactly, but black itself is so defined that there is no light reflected. So black can’t be brighter than anything else by definition.

There is a difference between the color itself and the color pigments.

A perfect black is only available in theory, pigments will of course never be perfect black.

There’s nothing darker than black.
