Is Laplace probability the theoretical probability?

With theoretical probability, you divide the number of favorable outcomes of an event by the number of all possible outcomes. But that doesn't mean that all outcomes are equally likely, like with Laplace probability, does it?

If the straight numbers are favourable, then P is 3/6
