Is there little nicotine in the tobacco in R1 blue or is little nicotine drawn through the filter?

I would like to know whether the nicotine content in cigarettes or in certain cigarettes is determined by the nicotine content in the tobacco itself.
Or whether the nicotine content is determined by drawing on the cigarette, i.e. through the adapted cigarette filter.
R1 Blue says it has 0.1 mg nicotine and 1 mg tar, but in some forums I read that it has that much nicotine through mechanical pulling with the filter and in other forums it says that the tobacco itself has that much nicotine and tar.

Are there really experts here who can enlighten me?
