Is it normal that I have to pay another 150 euros after the TÜV approval?

I live in North Rhine-Westphalia and signed up for a driving school a month or two ago. I paid about €350 when I registered. Then I had to pay another €70 to the TÜV (German Technical Inspection Agency) when I applied for my driver's license. Now I've received a letter from the TÜV (German Technical Inspection Agency) telling me I have to pay another €150.
I was under the impression that these €70 were already included in the €150 fee, since the driving school didn't tell me about the €70. Is this normal, or was I perhaps charged additional fees that I wasn't aware of? Has anyone had a similar experience?

Do you think you’re messing up? You don’t order the driving licence application from the TÜV, but from the driving licence authority. It takes several weeks before the TÜV test order is issued. Before, the TÜV does not know that you want a driving permit.
The 350€ was the basic fee for the driving school, the 150€ correspond to the examination fee for the TÜV.
