The German severely disabled card is generally valid only in Germany for free travel.

In Luxembourg, however, tourists from other countries need nothing to pay for the use of public transport.

If you arrive in Luxembourg with a German severely disabled card, it would be more likely to be the question of whether there is a border station, the German severely disabled card and Luxembourg free travel. I mean, I heard the same, but I’m not sure. Otherwise you would have to buy a ticket from the last German to the first Luxembourg railway station.

The more I think about it, the more I am sure that a ticket from the last German railway station to the first Luxembourg railway station is required. With the German ticket it is often different from the heavy-handed card, as the first foreign station can often be reached.

If public transport is free, then it is for all – also for tourists.

what does this have to do with Germany?

if the ÖPNV in Luxembourg is free, it is there.

that also applies to Germans and all others. the disabled card is then obsolete for free use.
