It is specially printed DinA4 paper.

Besides, there’s a verifiable number on it.

I covered everything you don’t need to know.

Cool! Printed lines and rims appear in UV light. They’re not fibers, like money.

Many things have UV indicators. Money, some stamps and the guide.

I figured something out.

I’ll give you my answer for a picture.

The paper is full with the lettering Federal Office for Justice printed, you can’t just print it yourself. In addition, each expression is marked with an individual document (processing data), it can be checked in doubt if there is any doubt about authenticity.

Do you know real things, don’t you dare?

I’m a webmaster and I know myself with background images. I’ll take a little piece and let it grow to A4.

A challenge is the skinny bird that floats semi-transparently in front of the letterings. Do you have to search for pictures on the web…

Immediately found: File:Bundesadler Bundesorgane.svg

I’d have a little bit of a bait and the letterbow. Then there has to be a positive note on it, something like “because of good leadership released prematurely”. However, I am uncertain whether the formulations are prescribed.

I prefer to invest my precious time in the improvement of my 50 € bills.

The digital creation of a thermosetting file is also not the problem but the printing itself. This is not possible with a normal office printer.
