It may be that you suffer from a slight form of pimosis. If it hurts too much then ointments can help your doctor tell you.
If it can be tolerated with masturbation or with manual manoeuvres try to improve this so to stretch the fore skin. I.e. more often masturbate carefully so that the foreskin stretches without it hurts.
