Is there any AI-based software on the internet that can tell if it's raining in a picture or video?

in pictures there are kis like e.g. moondream can analyze the pictures, I don’t know how it is with videos. that should actually recognize when it rains:

If you give me a picture, I can see if it recognizes, but it is relatively detailed for me 🙂
