Is it possible to spray a horse without a halter or rope?

Our 7-year-old mare refuses to be sprayed with fly spray. She lives with other horses 24/7 in a huge pasture with open stalls. She's only used to a halter and rope in certain situations, like at the farrier's. She's groomed without them; she always stands still. But as soon as the spray bottle comes along… bye.

Is it possible to spray her without having to use a halter or hold her on a leash? We want to make everything as free as possible.

A horse must be able to tolerate being tied up and standing still next to a human in every situation, and not just when it is being wrestled by the farrier!
