Is it more normal in the USA than in Germany to study at the age of 38, graduate at 41 and then work normally?

An acquaintance of mine was an army officer in Cairo. He later went to the United States and applied for asylum, which was eventually granted. He then worked as a translator for many years.

At the age of 38, he began studying business administration and now works a regular job. He found companies willing to hire him.
