Is it allowed to use a stamp more often?

I bought 10 stamps with a matrix code.

I affixed such a stamp to one of the letters and sent it, but the stamp was returned to me without a postmark.

Now I would like to send this same letter on its way again for the following reason: to see what happens and whether the stamp will be canceled this time or not.

Is it permissible to use a stamp more than once? Like in my case?

Use stamp more often permitted?

Then the following could happen:

" For a consignment with a deliberately invalid, forged or manipulated franking (eg stamp, INTERNETMARKE) or if the sender proves that the fee does not or does not want to fully pay, an increased recovery fee of 50€ (customized compensation) will be charged in addition to the due fee."
