Google has several suggestions:

  1. Press the “Louder” volume button and release it quickly.
  2. Press the “Quieter” volume button and release it quickly.
  3. Press the side button and hold it down.
  4. Release the page button when the Apple logo appears.

or also:

Hold the side button and the volume down button simultaneously until the Apple logo is displayed (this takes about 10 seconds). display, check your hardware, and reload your iPhone. If the iPhone is still not enabled, contact Apple Support.

But whatever you need is a reset.

Is it out? Is it on? What was the reason for the restart? How exactly did you restart the iPhone? Is the battery charged? What happens if you connect the phone to the charging cable and then plug the charging cable into the charging adapter and then plug the charging adapter into a socket in the wall?
