Hello,
I have a Mac Mini M2 and a MacBook Pro M2. Is there a way to save a program, similar to iCloud, so I can use the program with the same data on both devices? I don't work simultaneously, but only on one device at a time. In my case, it's a virtual machine for Windows, since I need Windows and Mac for work and have trouble updating data every time.

If the VM does not offer to store data in iCloud, it does not work. Alternative would be a NAS.
