I bought an e-reader with 16GB of storage. However, the device says it has 13GB of internal storage. Is the internal storage different?

What is the maximum capacity of a portable hard drive without a power supply?
I'm looking for a reliable portable external hard drive, 2.5" or 3.5" with a USB-A port WITHOUT a power adapter/extra power supply. Are there any with capacities of 8 TB or more?
