Instagram account blocked, need help?

Someone blocked me on Instagram. I now have a few other accounts that are currently deactivated and another that is currently activated. I can't find the person on that account. I wanted to delete the account that blocked me. If the account is soon completely deleted and the account can no longer be found anywhere and I reactivate the other accounts, can I then find the person again on Instagram? (It's written in a complicated way, I know, but it's important. Thank you in advance.
