That depends on the purpose. In a citation form (including images) with a corresponding height of creation (e.g. corresponding texts of an argument with the quote), this is not automatically a violation of copyright. Especially if it has a scientific character. For quotations, a sufficient source is to be considered.

In the case of a more industrial character (willing to achieve profits), materials and sources must be further processed (sufficient height of creation) that one can assume that something new has arisen.

Otherwise, the author is required to obtain a (paid) permit for use.
