Insta message request?

I have the following problem,

I sent a message request to someone who would have to be accepted first, but usually looks like this:

For the person I wrote to but don't follow, it looks like this:

If I now try to write to the person with a different profile, it looks like this:

Why could I send the person a message request, where such a thing is stated, but other accounts had to follow it and does the person even see my request, even if I actually couldn't have written anything to the person?
