We booked a hotel. We checked in online at the counter outside the hotel and were given the room number and a key card for the room. When we arrived at the room and went in, it was occupied and no one was there. The beds weren't made, and there were suitcases everywhere. There's no staff here, and someone answered the emergency phone but couldn't help us. What should we do?

Up to German standards and not so ugly and boring. I often only find poor accommodations.
