If you want to list items on eBay and there are bids on them, does it cost money and can you simply remove items even if there are bids on them?

No, but some additional options are due.

Click: ebay fees for private sellers

…and can you just take articles out so even if bids are on it?

You should leave that better, because from the first command, your article is sold.

The commandments cost nothing.

You can’t just finish an auction that has already been offered. If you still do it, you have to sell to the current highest bid.
