iCloud lock after discovery: Can it be unlocked?
I want to buy an Apple Watch with an iCloud lock. The seller found the watch, handed it in to the police, and filed a lost and found report. Since no one came forward within a year, he got the device back from the police with this lost and found report and is now selling it. Can I take this lost and found report to Apple, MediaMarkt, or another location to have the iCloud lock removed? Is this legally possible, or are there restrictions?

No.
Apple unlocks devices only after the submission of the Originalbill.
There have already been judgements, among others this

Acquisition of the fund office does not bring anything here, after which it belongs officially the clock, but the locked one. There is probably no right to unlocking.
From my own experience, I can say that Apple gave me the same information about 3 years ago. At that time, I bought an old IPhone at a fund office auction – thought that’s right – there was also a CloudSperre here. Apple denied any help to what I didn’t care about in the long term, since the part was in any case only a part donor.
You’d only buy a locked Apple Watch, but you can’t use it.
Imagine you’re blocking your Apple devices after you’ve lost them or stole them from you, and anyone just unblocks them or cheerful and then just keep using them instead of you.
This would be a no-go in terms of data protection.
Especially since Apple could at least notify the owner of the linked account.
