I'd like to clear my iCloud storage. Unfortunately, when I delete files from iCloud Drive, they also disappear from my iPhone. What can I do to ensure the files are only deleted from iCloud and not from my phone?

No, not delete from the folder but download first (at the three points on the right below). Only when the files are stored on your iPhone can you delete them from the iCloud Drive folder
Then log in to iCloud.com and go to the Drive folder. Then select the files and go up in the middle to the cloud, where you can download the files to your iPhone directly
