I can't create a new email on Outlook?

I want to create a new email address in Outlook. Every time I try, I complete all the steps without any problems: new email, password, name, birthday. When I get to the robot test and run it, all I get is this: "Verification complete. You have verified that you are a human. You can continue." The problem is that nothing else happens after that. When I reload it, the robot test just repeats. When I close Outlook, the email address still doesn't exist. I created a second email address a few weeks ago, and everything worked perfectly.
Does anyone know what the problem is and how I can solve it?
