This depends on whether the trip in the regional train is included in the savings price ticket or not.

If separate tickets are used, there is no claim to continue with another train.

Yes, you can, as the regional train is part of your booking. If you can’t use it because of translation, thereby missing an FV train with a tie, then it will be lifted accordingly so that you can also use the following trains to your destination.

Train overfilled, then unfortunately you have to wait for the next train

or take the ICE with corresponding costs

You can take it naturally but buy another ticket.

No. A new ticket is required to use an ICE. And the travel costs will not be refunded to you in this case.

The question was NOT whether you are allowed to drive with the 9€ ticket ICE, then the answer would be correct, but if you were allowed to use another train for an ICE-saving ticket (with a train link) if you were not able to use a train for transfer (probably because of the 9€ ticket), you could use another connection!
