Ice seat reserved or not?

Hi, I have the following question:

On the ICE, there are displays above the seats. There are always two locations listed, such as Dortmund – Berlin or Hamm – Berlin.

What does that mean? That they're reserved between routes or that they're free between routes?

The displayed distance is reserved. For example, if you drive from Berlin to Wolfsburg and the seat on the train is shown from Wolfsburg to Cologne, you can use it until Wolfsburg. He’ll have to be cleared in Wolfsburg.
