I just can't call one number?

For months, I've been having trouble calling a number (my girlfriend's) by phone. It immediately says "The number you've dialed is not in service."
She has the same problem and we can only call each other via WhatsApp.
Back then, I often blocked her number on my phone and then unblocked it again. Is it because my iPhone is confused? But that can't be the case.
I've tried everything, it doesn't work.

Sounds like a porting problem between the phone providers.
Make a test call, let your phone provider log on with both calls and time. They can then see where the call remains.
