How to set screen time and send request to Apple?

Hello,

My brother and I want to set up a screen time for each other. I actually think that's a good idea, since we both spend too much time on our phones. I'm not always at home or out with him, so we can't always type in the code for each other. Where can we send a request to the other person? We both have Apple devices.
