400 euro will be close. I’d go to laptop.
I own have a laptop for 565 euro where the PC would cost 1200 with the same hardware. So save money for the same performance.
It also depends on which program you want to cut. If it’s with DaVinci, Premiere (…) you need good hardware. Old hardware is enough for CapCut.

Huh, what hardware? In most cases, it is reversed as you have to plan heat development and lack of space on a laptop.
