How high is the prepayment penalty?

Do I understand the last paragraph correctly that if I repay early I have to pay back the entire interest by the end of the normal term?

The early repayment penalty may not exceed the following amounts:

1% or, if the period between the early repayment and the agreed repayment does not exceed one year, 0.5% of the early repaid amount,

the amount of interest that the borrower would have paid in the period between the early repayment and the agreed repayment.
