What game? Dead by Daylight or Dying Light? In your spelling you don’t know that exactly, if you tap Dead by Daylight, but Dying Light is often used in connection with VPN. At Dead by Daylight, I somehow don’t see the sense of VPN.
Using VPN on Steam is not allowed so that your account can be blocked, but it is more like games that you can only activate with VPN.
I honestly don’t know how the whole thing looks at shop things, but I can imagine that this is not allowed.

Using VPN in the Steamshop is very risky.
People using VPN and Steam make it to play or move (change shop region) but not to shop.
If you want to redeem a game that you are in the dt. Steamshop can’t buy, then it’s better to buy the gamekey on a website and to redeem it using VPN/Proxy on Steam.
