How does Meshtastic work in Germany?

I see that Meshtastic has a pretty good network in my area, and I'd like to join. I know it's legal, but I don't know how much power you can transmit on 868 MHz. Many people here say half a watt is okay, while others say 0.25 watts is the limit. Does it depend on the duty cycle, or how does it work? Does the firmware simply have a preset that's tailored to Germany, or do you have to configure it yourself to make it legal?

In the uplink, the maximum transmission power is limited to 25mW (14 dBm). For the downlink (for 869.525 MHz), the maximum transmission power is limited to 0.5 W (27 dBm). Depending on the channel, there is a duty cycle of 0.1% and 1.0% per day.
