If the moped has a CDI, the maximum speed is simply set via this CDI. That's all there is to it.
But all the old mopeds didn't have a CDI, only the modern mopeds like Romet or Yamasaky, Honda Dax, did.

Everything is correct, except for the 6000 rpm and 25 km/h.
Depending on the gear ratio, 6000 revolutions can be 10kmh or 100kmh.
For example, my Piaggio scooter runs at 6000 rpm at 65 km/h.
A variably throttled scooter runs at 6000 rpm at about 25-30 km/h
My Tomos Alpino runs at 57 km/h at 4900 rpm. (5-speed)
