How does a rabbit become more trusting?

I've had two rabbits (male and female) for a year and two months now. She's very trusting and can already do a lot of tricks! He, on the other hand, is the complete opposite :/ He ducks as soon as I try to pet him or hops away. And I've always treated both rabbits equally, so no less or more.
