I’m not sure what you mean.

It costs between one and two euros: it costs one, two euros. (write number, comma in between).

In the heading: Something costs 1,200 euros. A thousand two hundred.

Depends on what you mean.

“1 to 2 €”: 1-2€,

“1 € and 2 cents”: 1,02€

“one to two euro” or 1-2 € in writing, verbal one speaks a lot of what one would not do in writing or would be incomprehensible to read.
