In the case of equality in the primary criteria, the secondary is used as a decision aid.

With Grade 2.0 you were safe in, you had 2.1 for the waiting semester. Then there was another 3 safe in it, with only two conditioned.
However, the table does not show what is the criterion for "not all". There's gotta be something again, maybe a batch.
