How do you calculate the bases of DNA?

If you determine the proportion of bases in human DNA, you find that 31% of the bases are adenine. How do I calculate the proportion of other bases?

With the knowledge of which base exists and a bit of logical reflection:

Adenine only binds with thymine, so the proportions of these two bases must be the same.

Guanine only binds with cytosine, so the proportions of these two bases must be the same.
