this is a typical low content book that you can sell as a self-publisher for example at Amazon.
In addition to the programs mentioned here, there are a variety of other (also free) options. It is only important that you keep to the dimensions that Amazon prescribes and that you can export your book as a PDF file.
For example, you could create your book on the canva.com website. There are also a number of templates that you can use for it. The beauty of canva.com is that you can also do it in a free frame.
Some authors also create their books in PowerPoint. Here you also have a variety of design options.
With the free Inkscape program you have all the possibilities of a vector drawing program. However, you may need some time of incorporation here.
The same also applies to the freeware graphics programs GIMP and Krita, which are not vector, but pixel drawing programs.
