How do I change the design (html) of the middle mouse pointer (press middle mouse button to scroll), the so-called scroll cursor for all website visitors?

I can change the normal mouse pointer/arrow in HTML, but not the mouse pointer; when I press the middle mouse button to scroll

Change this standard design for all website visitors to an individual design:

Nothing easier than that. Open Windows Search, write mouse settings, click on the result, then click on “More mouse options” on the top right, and in the box you can change all the pointer symbols under the tab “Zeiger”.

If you only want to change it color or make it narrower, it should go with css.

is as far as I know not possible. the only thing I find: https://stackoverflow.com/questions/59983880/how-to-style-cursor-to-prevent-it-from-changing-into-classic-middle-click-scroll evtl is possible to cancel and replicate the middle click event

Why do you want to manipulate user settings for a website?
Obviously, you didn’t think that you didn’t play around if the user doesn’t want to express it, and you don’t think that a few users are pretty bad if you’re making changes that are unfamiliar to them.

Stay with what the user uses as a standard for ALL websites he visits, instead of irritating him here with other designs for individual elements.
