How can I increase the network utilization of my PC?

We have a 1000 Mbps connection, and yet I still have to download at 800 kb/s. The task manager shows that the app downloading something is only using 3% of the network (the rest isn't using anything). What can I do about this?
Something’s wrong. Most motherboards can be 1 Gbit/s. 800 Mbit/s would be 80%. (The 3% maybe confused with drive utilization?).
If there are no more than 800 Mbit/s, a network card helps, if more is required, there are (believe) with 2.5 and 10 Gbit/s.
I solved it via WLAN, because my motherboard can get more from home, then usually get 1100 Mbit/s instead of 950, with 1,000 Mbit internet connection.

Then it’s on the download server, your internet connection, or with your network what’s wrong (probably).
