Willkommen ist ja ein neutrales Wort, “Das Willkommen”. Wieso sagt man dann nicht “Herzliches Willkommen”? Ist “Herzlich Willkommen” nicht falsch?

A warm welcome here is to be understood as adverb: The welcome is expressed in a cordial way. Adverbs are always endless in German.
But you can also say “I offer you a warm welcome”, then is Of a kind used used as an adjective and correspondingly receives a declination shipment.

“Welcome” is not a nominalization here, but has properties of a particip. Therefore, “hearty” acts as an adverb.

A participatory (similar to “coming”) is, however, strictly speaking a middle thing between verb and noms, because one could also nominalize it: “an arrival”, “a welcome” etc….
