This sounds like the HDD is so prepared that after each restart it is in the state in which the administrator of the school last left behind. Changes are stored in a special area, so that for the user – and the operating system with the exception of the file system driver – it looks like they are stored directly on the disk. (This is one of the meanings of “virtual media” and the most likely for a school calculator.)

Probably this is a feature that can be set up, changed and revoked by professional Windows versions and can be used by home versions. Then only helps to use an alternative operating system that has no idea about these features – for example Linux, and here is a “live system” that you don’t have to install. With this, the HDD should be put into a ” brand new” state with a tool like GParted.

Try using an independent partitioning program, e.g. acronis disc director, to format the hdd.
