I live in a village with a maximum line of 2mbts. One of my neighbors had a 1000mb line (LAN plug) installed in his basement, he said. All the houses here have the option of having them installed in their basements. He said he bought something and installed it with a friend. Then he could use 1000mbts LAN (upload 10-12mbts). I'm not sure exactly what he meant and what I have to do to get it.

Good day This is the second time I've downloaded a game through Steam. The download page says it's downloading at 27.4 Mbps, but that's not true; it's actually downloading at 3 Mbps. How can I change this or what can I do to make it actually download that high?

It has nothing to do with Internet. Except, of course, they then share a connection (and the costs for it). If then both use the internet at the same time, it’s so slow for everyone, but they pay only half.
I did that in the beginnings of DSL in my rental house, so I shared a connection with the tenants. So we got all “faster than analog modem” at the price of analog modem Internet.
If you get a 1000 line, decide not some plug!
