House run listed as a historical monument?

Semi-detached house costs 220,000 ground floor. 1st floor, 2nd floor and converted attic. 140 sq m. Barely any insulation, so it's 30 degrees outside, inside ground floor about 25 and attic 28-29 degrees. Gas heating often breaks down when heating in winter or providing hot water all year round. Electricity supply isn't great either. Too many connections can blow the fuse. But somehow only on the 1st floor and attic. 2 windows are broken, 1 doesn't open properly, the other has a broken outer pane of double glazing. The hinges on 6 blinds are broken. Is it worth buying with so many problems?
