Did the Roman Emperor Caligola appoint his horse as consul?

I ask because many sources say otherwise. Some say he was just joking. Others say he planned it but was then murdered. Still others say he actually appointed his horse as consul.

What is true now?

There are no clearly documented original sources, as much as I know – so e.g. a continuous list of names of the consuls or fiscal files via corresponding assignments. You can never answer this question in a conclusive way.
