Hard drive doesn't turn off when idle?

My new hard drive doesn't turn off when idle. I've set it to turn off after 2 seconds of inactivity, but it keeps running. What else can I do to make it turn off? Or is this a defect?

I'm absolutely sick of HDDs anymore. They're so damn slow for backups and when you need to move large amounts of data. On top of that, the prices of the larger models are artificially inflated to make them unaffordable. I never thought I'd say this, but it's probably time the old junk was finally buried…
An array is to be created in C/C++. The array should not contain whole bytes, but only individual bits, so that e.g. int array[5]={1, 0, 1, 1, 0} does not consist of 8 times 5 but only 5 bits, to save storage space Perhaps bit fields as an approach? How can this be done?
Two seconds are too short. Due to frequent switching, the life expectancy of the hard drive can suffer.

But why should they be called, there’s nothing on it. I also close Task Manager and Explorer.
Then simply buy sata adapter to usb and do ne external drauß. Then they can take off if you don’t need it.
Yes I understand your thinking mistake as soon as the plate is called somehow, it goes back on, and there are no 2 seconds to help.
